Empty kernel plugin for launching host SAL Host Dialog and SAL Host MDI.

Previous this type of plugin was required for all plugins and host. But now it's used to merge basics functions for plugins group.

This kernel plugin is used as a dummy because any host can't launch without Kernel plugin. Starting from version SAL 1.2.9.1 instead of dummy kernel plugin we can use constants from .config file:
